In China's Hugely Indebted Cities, Some Big Bills Are Coming Due


Wuhan, in central China, is in debt to the tune of a  reported $33 billion — nearly twice the city's GDP. This 17-mile highway sat dormant for two years after banks cut off funding as Wuhan's debt ballooned. Work on the road resumed last year, but the construction company still hasn't been paid.

In recent years, rampant borrowing has driven a significant chunk of China's economic growth. The bill is now becoming clearer — and it's big. Late last year, China revealed that local governments owe nearly $3 trillion – more than the gross domestic product of France, the world's fifth-largest economy.
One city with a sizable debt problem is Wuhan , an industrial hub that lies along the Yangtze River in central China's Hubei province. With a population of 10 million, Wuhan has a growth rate of 11 percent and is known for its car factories and many universities.
According to China's state media, it also owes more than $33 billion, nearly twice Wuhan's GDP. Banks became so concerned that they cut off funding for a 17-mile highway. A local current affairs TV show covered the debacle.
"The River North Highway has been under construction for many years and still isn't finished," read one of the show's hosts, quoting a citizen complaint via the Internet. "It's the pits. How tragic!"
On the show, Zhao Zhenyu, a university professor, bashed the government for launching a project it couldn't afford.
"Even though you knew the project was not ready to proceed, you still insisted on holding a ribbon-cutting ceremony," Zhao scolded. "I don't know if this was lower-level officials deceiving their bosses or bosses just making arbitrary decisions."
Wuhan Tries Novel Ways To Offset Costs
Work on the project, which lay dormant for two years, has begun again, but a supervisor told NPR that there is still no financing and that the company building the highway hasn't been paid in a year and is still owed about $16 million.
Wuhan government officials did not return emails or phone calls seeking comment on the city's debt problem. They have, though, tried novel ways to offset the massive cost of infrastructure, including the city's first subway lines.
"Wuhan subway's advertising rights were auctioned off and the government recovered about $300 million," says Wu Xinmu, an economics professor at Wuhan University.
Officials even sold the naming rights to a subway station to a company that sells frozen duck parts, but dropped the idea after people complained. Wu says such schemes don't bring in enough money and the city has to control its borrowing.
"The government can't just rack up an unlimited amount of debt, even if the projects are for the public good," says Wu.
A Stacked System Means Default Unlikely
When Americans hear these kinds of debt figures, they might think of analogies close to home, such as last year's bankruptcy in Detroit , which couldn't pay an estimated $18 billion in obligations.
In fact, Wuhan's debt is much larger than Detroit's, but economists say the odds of Wuhan – or any other Chinese city — going bankrupt is close to zero.
"The problem is not that there is going to be a local government default on the banks," says Andy Rothman, who lives in Shanghai and works as the China strategist for CLSA, a brokerage firm. "That's not going to happen."
He says cities won't go under because the Communist Party controls the financial system.
"It's nothing like the way we think about the United States, because this is in many ways a fake financial system," Rothman adds.
In the case of Detroit, the local government was at odds with private creditors, unions and pension boards. In Chinese cities, the Communist Party is on both sides of the loans.
"What we have in China is a Communist Party-controlled bank lending money to a Communist Party-controlled local government to build Communist Party-approved public infrastructure," says Rothman.
A Slowdown Needed
He and many other economists in China say Beijing can handle local governments' huge debts, because it still has a ton of money and China's annual GDP is over $9 trillion.
But, Rothman adds, things have to change. Spending on public infrastructure continues to grow at 20 percent a year.
"That's just unsustainably fast," he says.
It's unsustainable, because if it continues it could eventually threaten China's financial system.


As a result, economists say that rapid increase in infrastructure spending must ease. That will mean fewer new highways and subway lines, which many cities in China's interior still need and, ultimately, will spell slower growth for the country's once-blistering economy.

Apple Leaves Wall Street Unimpressed As Stock Drops In Early Trading

On Monday , Apple announced record quarterly sales for the iPhone and iPad, an unexpected uptick in Mac sales, and a profit of $13.1 billion on revenue of $57.6 billion.
None of this has impressed Wall Street. The company’s stock price was down around 8 percent in early Tuesday trading.
So what’s the problem? The experts were expecting Apple to announce iPhone sales of at least 55 million units . Instead, they announced record sales of 51 million units.
Speaking to CNBC , Bert Dohmen, president and founder of Dohmen Capital Research Institute, notes:
Apple hasn’t had any technological innovations since Steve Jobs left, and this is a company that’s getting beaten by its competitors. Now, we hear the next big item (iPhone 6) is going to have a larger (screen) size, Samsung has had that for two years.
BGC Financial analyst Colin Gillis agrees, saying:
The functionality gap between [Apple and] the low price competition is getting smaller and the pricing gap is getting wider. What we need from Apple is not just to continue to sell iPhones and iPads into its customer base, we need new product.

Queen Elizabeth is ‘broke’, she’s down to her ‘last £1 million’ (except not really)

You guys, the Queen is BROKE. She’s down to her “last” £1 million!!! Clutch your royal collection pearls!! Actually, this is a somewhat serious situation, although there is a lot being left unsaid about the royal finances, which I’ll get to in a moment. Apparently, the Queen’s financial situation is so dire that now the UK’s Treasury is basically doing an audit of the royal finances and they’re going to help the Queen figure out what she’s doing wrong and how to replenish the royal coffers.
The Queen’s household finances were at a “historic low” with just £1 million left in reserve, MPs said on Monday. Her courtiers were advised to take money-saving tips from the Treasury. A report by the Commons public accounts committee found that the Queen’s advisers were failing to control her finances while the royal palaces were “crumbling”.
MPs said her advisers had overspent to such an extent that her reserve fund had fallen from £35 million in 2001 to just £1 million today.
The Royal household had made efficiency savings of just 5 per cent over the past five years compared with government departments, that are cutting their budgets by up to a third. MPs on the committee said the Treasury must “get a grip” and help to protect the royal palaces from “further damage and deterioration”.
Margaret Hodge, the Labour chairman of the committee, said: “We believe that the Treasury has a duty to be actively involved in reviewing the household’s financial planning and management — and it has failed to do so.
Buckingham Palace and Windsor Castle are reported to be in urgent need of repair. Staff must catch rain in buckets to protect art and antiquities, while the Queen’s old boilers were contributing to bills of £774,000 a year.
Mrs Hodge said: “The household must get a much firmer grip on how it plans to address its maintenance backlog. It has not even costed the repair works needed to bring the estate back to an acceptable condition. Again, the Treasury has an oversight role here.
In April 2012 the Sovereign Grant replaced the old way of funding the Royal family through the Civil List and various Government grants. The Sovereign Grant represents 15 per cent of the net surplus income of the Crown Estate, land holdings that generate money for the Treasury.
A Buckingham Palace spokesman said the sovereign grant had made the Queen’s funding “more transparent and scrutinised” and was resulting in a “more efficient use of public funds”. He said that repairing the royal palaces was a “significant financial priority”, and that the Royal household had almost doubled its income to £11.6 million since 2007.
The spokesman said: “The move to the Sovereign Grant has created a more transparent and scrutinised system, which enables the Royal household to allocate funding according to priorities. This has resulted in a more efficient use of public funds.
A Treasury spokesman said: “The new arrangements established by the Sovereign Grant Act have made the royal finances more transparent than ever while providing the long term stability necessary for good planning.
The Labour MPs point out that a tourist hot-spot like the Tower of London is able to make money for its upkeep by staying open a large part of the year for tourism, and that’s what the Queen needs to do too – open up her properties to more (paying) tourists and open gift shops all over the place, I’m assuming. The Telegraph lists all of the repairs needed to be done to some of the royal properties, mostly Windsor Castle and Buckingham Palace, and how the Queen hasn’t even started because there’s NO MONEY to do it.
The problem with all of this is that no one even wants the Queen to dip into her personal financial reserves, which are said to be extensive, or the reserves of “the Crown” – which are owned by “the people,” and for which the Queen is merely the current caretaker. Buckingham Palace and Windsor Castle are Crown Properties, and if push came to shove, the Crown (the government and the Queen) could choose to sell off other crown properties (just a fraction of the Crown jewelry collection or just a few pieces of artwork) to finance the refurbishment of BP and Windsor Castle. As for the Queen’s personal wealth… it’s said that the Queen has a personal wealth of mid to high nine-figures, mostly through inherited property like Sandringham and Balmoral and her personal jewelry collection, etc. Let’s not clutch our pearls and act like the Queen is down to her last one million OVERALL. She’s not. That being said, the Queen does need to figure out how to get more bang for her buck overall (gift shops!).

The Daily Dot - Courtney Love wins trademark libel case

Courtney Love tends to say exactly what she’s thinking. She’s been in catfights with Madonna, gotten into Twitter spats with her own daughter, and she called Dave Grohl a “sub-mediocre kind of guy” once, which is both an awesomely mean thing to say and not true. 
While most of Love’s smack-talking results in bad press, a tweet she sent in 2010 resulted in something even more serious: Love’s former lawyer brought a libel case against the smeared-lipstick siren. 
San Diego lawyer Rhonda J. Holmes, who represented Love in 2008 and 2009, filed suit after Love accused her of taking a bribe on Twitter. Before their falling out, Holmes was helping Love with a fraud case.
The exact wording of Love’s (now deleted) tweet:
I was fucking devestated [sic] when Rhonda J Holmes esq of San Diego was bought off. I've been hiring and firing lawyers to help me with this.
The tweet was up for around an hour before it was deleted, but that hour was enough to make Holmes worry about her reputation being sullied. 
This case makes Courtney Love the first person to defend herself in a Twitter libel suit; while other complaints have been filed, this is the first to go to trial and may end up setting an important precedent when it comes to defamation suits based on the popular micro-blogging platform. 
While this is the first “Twibel” lawsuit to go to trial, it’s actually not even the first “Twibel” suit for Love. In 2009, she paid $430,000 to settle a suit made by a Dawn Simorangkir, a fashion designer Love had disparaged in tweets and on her MySpace page. Love had called Simorangkir, among other things, an “asswipe nasty lying hosebag thief” and “drug-pushing prostitute with a history of assault and battery who lost custody of her own child,” so in that case the defamation charges were a little more straightforward. 
While Love settled up in the initial case against her, she went in guns blazing this time around, and it worked. Holmes needed to prove that Love intended for the tweet to be public, which is where her case went off the track. Love’s lawyers successfully argued that the hard-living musician had meant to send the offending statement in a Direct Message, and that Love quickly deleted the tweet after she realized she’d sent it out publicly. “I’m sort of a computer retard," Love explained to the jury. 
With Love’s offending tweet up for such a short time before she deleted it, her lawyers’ argument seemed entirely plausible. It took the jury just three hours to determine that Love’s tweet was not defamatory. 
Holmes sought $8 million in damages. While she lost the trial, Holmes’ lawyer Mitchell Langberg said the attorney was happy that her reputation had been restored. “At the end of the day, her biggest asset in life is her reputation," Langberg told reporters. "That she got back today." I’m not entirely sure that’s true—Holmes will forever be known as the lady who lost against Courtney Love now, after all—but I guess it’s good she’s looking on the bright side.

Justin Bieber -- His Pal Khalil Wasn't Drunk Either ... Test Shows

Justin Bieber's blood alcohol level was damn near zero the night of his arrest -- and now TMZ has learned his rapper pal Khalil's BAC actually was ZERO when he got busted in Miami.

Khalil was the guy driving the red Ferrari last week, and got booked for DUI and drag racing -- but TMZ has seen the data from his breathalyzer and the numbers don't lie ... his blood alcohol level came up 0.00 both times he blew for cops.

The goose eggs make sense ... sources close to Khalil tell us the rapper does not drink at all. 

It's the latest hole in the case ... coming on the heels of major issues with Bieber's arrest. As TMZ first reported ... the police report said an officer "smelled an odor of alcohol" on JB, but his BAC was actually a minute .014 .

As for the drag racing -- that's been blown up by GPS data and video .

The only remaining issue is cops say Bieber and Khalil failed field sobriety tests ... which could indicate being under the influence of something other than booze ... such as marijuana or pills.

We're still awaiting urinalysis results ... which would show what if any drugs were in their systems.

The Grammys may have drawn a lot of stars to LA on Sunday, but it had nothing on the award show's special tribute to the Beatles on Monday night. The two remaining Beatles, Paul McCartney and Ringo Starr, were joined by a slew of A-listers, both from film and music, to tape a special concert called, The Night That Changed America, in honor of the 50th anniversary of the Beatles' performance on The Ed Sullivan Show. The concert will air on CBS on Feb. 9, which marks the actual anniversary, but fans can get a sneak peek at the performances and collaborations through these pictures. Katy Perry and John Mayer didn't perform together, but they both got a chance to take over the stage during the night. Meanwhile, Pharrell Williams, who was still wearing his bizarre-yet-awesome hat from the Grammys , teamed up for performances with country star Brad Paisley and Stevie Wonder. Sean Penn Johnny Depp , andKate Beckinsale also made appearances throughout the night to introduce various musical acts. And let's not forget about the musician/model couple summit between Chrissy Teigen, John Legend , Adam Levine, and Behati Prinsloo! Keep reading to see all those stars and more.
